So cute!  He is dressed as a pumpkin (costume not removeable).

He is approximately 21 cm tall, not including the green stem on his hat.

Tush tag reads "(c) 1978, 1981 UNITED FEATURE SYNDICATE, INC.  R. DAKIN & CO."

This item is in gently used condition - fur is still soft and clean.  The only problem I see is a black mark on the back of the pumpkin under his neck.  It is not very noticeable because of its location.
