This is 3 1/4" high with the arms up. This is a plastic toy. There is a button on his back, that when the arms are up, will flip the arms down together very fast.

The back says, "MFG. FOR MCDONALD'S CORP., DISNEY, CHINA CHINE." This came out in 1999.
